The criminal justice agencies can request the records on the behalf of an individual, but the individual cannot simply go to the NCIC directory and access the criminal records that they seek.
If you are attempting to seek your own federal criminal records to check for accuracy, you may need to petition the court to give you access to them so that you can check them for accuracy on your own. This is usually done quite easily, and can often be done just by completing a formal request and confirming your identification. You will need to see what the laws are in your area and ask an attorney for help navigating the process of accessing your federal criminal records, and chances are that you will not be able to access the federal criminal records of someone else without their express written consent or a legal reason to do so.
